In recent years, the deployment of facial recognition technologies has sparked intense debate across Europe, particularly in Belgium. The RTBF program "Versus" recently shed light on this complex topic, exploring the delicate balance between public safety and individual privacy.

Facial recognition technology, often powered by artificial intelligence (AI), is increasingly used in our daily lives—from unlocking smartphones to enhancing security in public spaces. In Belgium, interest is growing in how this technology could support law enforcement efforts. However, its use also raises profound ethical and legal questions.

A key concern is the potential infringement on personal privacy. Using facial recognition in public spaces could lead to mass surveillance, where individuals are unknowingly tracked. This would impact fundamental freedoms, including the right to privacy, freedom of assembly, and freedom of expression.

Accuracy is another issue: studies show that facial recognition systems are often less reliable for certain demographic groups, increasing the risk of misidentification and discrimination. These concerns call for transparency, strong regulations, and public oversight.

At the European level, the AI Act aims to regulate high-risk technologies like facial recognition. The framework includes strict requirements for accountability, transparency, and protection of rights. In Belgium, however, the legal landscape is still evolving. Pilot projects have begun, but the lack of clear legislation leaves a grey area around acceptable use.

Our colleague Alain Dagonnier, takes Part in the Debate

We’re proud that our colleague Alain represented Macq in this important public debate. As a key participant in the RTBF “Versus” program, Alain brought forward our perspective on responsible, transparent, and secure use of smart technologies like ANPR and AI-based recognition systems. His contribution helped emphasize the importance of striking the right balance between innovation and fundamental rights.
