DIRMED Project
The DIRMED project is an innovative carpooling solution aimed at accurately counting passengers in vehicles using lanes reserved for buses, taxis, and VRT2+ vehicles. By integrating advanced technology, DIRMED enhances the monitoring and management of these lanes, contributing to smarter and more efficient urban mobility.
This solution utilizes an Invision totem system that captures side photos of vehicles and synchronizes them with a CAM5 (ANPR) camera, based on a precise time reference. In cases of violation, the system identifies vehicles and instructs them to exit the lane through messages displayed on a VMS located 180 meters away. To ensure comprehensive monitoring, two additional CAM5 cameras are installed at different points to check for unapproved trajectory, allowing surveillance throughout the designated area.
The main technical objective of DIRMED is the collection and analysis of robust data for conducting detailed statistical studies on carpooling. These analyses will accurately assess the environmental impact of this transportation practice in terms of reducing greenhouse gas emissions. By relying on this data, the project aims to inform transport policies and encourage the adoption of more sustainable and environmentally friendly mobility solutions.
Data Processing
In accordance with the laws and regulations in force in France and the European regulatory provisions relating to the protection of personal data, the purpose of this document is to inform the persons concerned of the essential characteristics relating to the experimentation of an innovative system for measuring car-pooling by the company Macq on the A502 motorway (hereinafter referred to as the ‘Experimentation’), and to set out and specify the procedures for exercising the related rights.
The persons
concerned by the processing of personal data implemented as part of the
Experiment, i.e. users of the A502 motorway in the west-east direction, are
hereby informed that :

mobilité et l'aménagement (CEREMA), a public administrative establishment of
the French State located at Cité des Mobilités - 25, avenue François Mitterrand

(hereinafter referred to as ‘the Partners’)
are jointly responsible for the processing of personal data implemented, within the meaning of Article 26 of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 (RGPD). To this end, the following purposes and means have been jointly defined:
Considering the provisions of the ‘orientation of mobility’ bill relating to measures to control lanes reserved for carpooling and on the basis of the performance of a mission of public interest, the purpose of the processing implemented as part of the Experiment is to improve the detection of the actual number of vehicle occupants.
To this end, video recording devices directed at vehicles using the slow lane of the A 502 motorway towards the RN8 are installed on the roadside (their location is indicated by an information panel on site). These do not monitor vehicle speed and are not designed to identify vehicles or their occupants.
Bearing in mind the contractual division established between the Partners, it is up to CEREMA and Macq to work together to define a storage period that is proportionate and not excessive given the purpose of the processing implemented. In any event, this period may not exceed 30 days from the date of collection of the data. At the end of this period, the data is irreversibly destroyed.
It should be noted that only authorised CEREMA and Macq personnel (all of whom are limited in number) are recipients of the data collected as part of the Experiment. Macq plays a technical role in implementing the transfer of data to its secure servers, which store the data.
No data storage is carried out by CEREMA, which only has access to the video server for analysis of the data collected.
In application of the Data Protection Act, the persons concerned have the right to access, object to, rectify and delete the data collected concerning them, as well as the right to request that the processing be restricted. Data subjects also have the right to define general and specific directives intended to govern the manner in which the aforementioned rights are to be exercised after their death, as well as the possibility of lodging a complaint with a supervisory authority (see cnil.fr for more information).
Although
there is nothing to prevent the persons whose personal data is processed from
exercising their rights with regard to and against each of the data controllers
implemented, the Partners have decided to designate a common contact point in
order to facilitate contact and ensure better management of the rights of the
persons concerned.
